John Walsh, Managing Director
John Walsh is the Managing Director of Spiecapag Australia, a role he has held since 2015 following a distinguished international career in project management. With over 17 years at Spiecapag, John has led major pipeline and infrastructure projects across Australia, South Africa, Angola, and Papua New Guinea, and has contributed to bid preparation globally.
John’s leadership is defined by his commitment to safety, operational excellence, and strategic growth. Under his direction, Spiecapag Australia has successfully delivered complex projects for clients such as Chevron, ExxonMobil, Santos, APA & Jemena, while expanding its footprint across Oceania. He oversees project delivery, business development, and corporate governance, guiding highly skilled teams through dynamic industry challenges.
A champion of innovation and resilience, John has steered the company through global disruptions, diversified its offerings, and strengthened its position within the VINCI Group. His focus on client satisfaction, team performance, and sustainable growth continues to shape Spiecapag’s reputation as a leader in energy, resources, and water infrastructure.

John Stuart-Robertson, General Manager - HDI Lucas
John Stuart-Robertson is the General Manager of HDI Lucas, a leading trenchless technology contractor and subsidiary of Spiecapag Australia. With nearly thirty years of experience in the pipeline and horizontal directional drilling (HDD) industry, John has played a pivotal role in advancing trenchless solutions across Australia and the Asia-Pacific region.
Under his leadership, HDI Lucas has delivered some of the most technically challenging HDD projects in the world, including record-breaking crossings in Tasmania, New South Wales, and offshore Western Australia. John is known for his deep technical expertise, strategic vision, and commitment to safety and innovation.
Throughout his career, John has championed collaborative contracting and long-term client relationships, ensuring HDI Lucas remains at the forefront of trenchless infrastructure delivery. His dedication to excellence continues to shape the company’s reputation as a trusted partner in complex pipeline construction.
Ben Collingham, General Manager - Operations
Ben Collingham, General Manager - Operations
Ben Collingham is the General Manager of Operations at Spiecapag Australia, bringing more than 20 years of experience in major infrastructure delivery, project execution and operational leadership. Since joining Spiecapag in 2022, Ben has been instrumental in strengthening operational performance and driving consistent delivery outcomes across all projects throughout Australia and the Pacific region.
Ben’s background includes senior leadership roles in both the public and private sectors, with previous positions at UGL and Monadelphous. His expertise spans large‑scale greenfield and brownfield construction, strategic planning, commercial governance and stakeholder engagement. He is known for fostering high‑performing teams and maintaining an uncompromising commitment to safety, people and continuous improvement.
A strong advocate for industry collaboration, Ben serves as Co‑Chair of the Queensland Senior Leadership Group for Safer Together and has held leadership roles with the Institution of Civil Engineers (ICE) Queensland Committee. His dedication to capability development and industry standards continues to shape Spiecapag’ s operational culture and delivery capability.
Julien Moreau, General Manager - Finance & Administration
Julien Moreau, General Manager - Finance & Administration
Julien Moreau is the General Manager of Finance & Administration at Spiecapag Australia, where he oversees financial strategy, corporate governance, and administrative operations. With over two decades of experience at Spiecapag, Julien has held key roles across global projects, including assignments in Australia, Papua New Guinea, Spain, the UK, Ireland, and Réunion Island.
Julien’s expertise spans cost control, financial planning, and international project delivery. Since stepping into his current leadership role in 2015, he has been instrumental in strengthening financial systems, supporting strategic growth, and ensuring compliance across complex infrastructure projects.
A graduate of IÉSEG School of Management (France) and MBA holder from Laval University (Canada), Julien brings a global perspective and multilingual fluency to his role. His commitment to operational excellence and cross-cultural collaboration continues to support Spiecapag’s success across the Oceania region.
Sobhi Khoury, General Manager - Pre-Contracts
Sobhi Khoury, General Manager - Pre-Contracts
As General Manager for Pre-Contracts at Spiecapag Australia, Sobhi brings more than 30 years of international experience across engineering, construction, and commercial management. A strategic and commercially focused leader, he has delivered complex infrastructure and energy projects across Australis-Pacific region, the Middle East, and Africa. Over his career, Sobhi has implemented commercial frameworks that supported project development, major project awards, and built strong client and partner relationships.
Sobhi joined Spiecapag in 2019, where he led the commercial strategy and pre‑contracts function for major pipeline and infrastructure programs throughout the Australia–Pacific region. His leadership strengthened competitive positioning, guided key commercial negotiations, and secured significant project opportunities in diverse and challenging markets. Sobhi is recognised for his ability to drive organisational performance, shape commercial strategy, and lead multidisciplinary teams for successful delivery.
Sobhi holds a Bachelor of Science in Mechanical Engineering and a Master of Business Administration. Now based in Brisbane, he is known for his strategic thinking, cross‑cultural leadership, and commitment to delivering solutions that are commercially sound, technically robust, and aligned with long‑term business growth and strategy.
Phil Woodhouse, General Manager - Health, Safety & Plant
Phil Woodhouse, General Manager - Health, Safety & Plant
Phil Woodhouse is the General Manager of Health, Safety & Plant at Spiecapag Australia, where he leads safety strategy, operational risk management, and plant operations across the Oceania region. With a career that began in the field as a plumber and rig motorman, Phil has built a reputation for combining hands-on experience with strategic leadership in health and safety.
Since joining Spiecapag in 2013, Phil has supported the delivery of over 1,000 km of pipeline infrastructure internationally, progressing from HSE Trainee to senior leadership. He is known for his innovative approach to safety communication, integrating creative media such as photography and videography to enhance engagement and awareness across project teams.
Phil holds a Master of Business Administration (MBA) with a focus on entrepreneurship and a Postgraduate Certificate in Occupational Health, Safety and Environment. His contributions have earned industry recognition, including the APGA Young Achievement Award and multiple IPLOCA Health & Safety accolades.
Beyond his role at Spiecapag, Phil is an active contributor to community and industry initiatives, including the Indigenous Marathon Foundation and creative storytelling projects that highlight the human side of pipeline construction.
Anthony McIntosh – General Manager - Supply Chain
Anthony McIntosh – General Manager - Supply Chain
Anthony McIntosh is the General Manager of Supply Chain at Spiecapag Australia, overseeing procurement, commercial strategy, and sub-contract management across the Oceania region. With over 25 years of experience in construction and infrastructure delivery, Anthony brings a wealth of expertise from both the Australian and UK markets.
His career spans senior roles with owner/operators, main contractors, and consultancies, covering sectors such as pipelines, civil infrastructure, high-rise commercial and residential, airports, hospitals and modular construction. Anthony’s cradle-to-grave experience in pre- and post-contract functions has been instrumental in delivering high-value projects in both metropolitan and remote locations.
Since joining Spiecapag in 2017, Anthony has been a pivotal commercial team member and now drives supply chain performance, ensuring alignment with strategic goals, client expectations, and industry best practices. He is known for his hands-on leadership style, commercial acumen, and commitment to ethical and transparent business practices.
Nadine Billard – General Manager - Human Resources
Nadine Billard – General Manager - Human Resources
Nadine Billard is the General Manager of Human Resources at Spiecapag Australia, leading strategic and operational HR, Payroll, and Communications functions across Australia and Papua New Guinea. With over 25 years of experience in human resources—including more than 15 years in executive roles—Nadine brings deep expertise in workforce strategy, organisational development, and business transformation.
Her career spans diverse industries including mining, construction, oil and gas, and pharmaceuticals, where she has driven initiatives in talent acquisition, capability development, industrial relations, wellbeing, and leadership coaching. Nadine is a Certified Professional Member of AHRI and holds a Bachelor of Business Administration in Human Resources from Monash University.
Since joining Spiecapag in 2022, Nadine has played a key role in shaping the company’s people strategy, fostering inclusive culture, and supporting large-scale infrastructure delivery across Oceania. She also serves as the RAP Champion, guiding Spiecapag’s reconciliation journey and commitment to diversity and inclusion.
Paul Breidenbach – General Manager - Legal & Contracts
Paul Breidenbach – General Manager - Legal & Contracts
Paul Breidenbach is the General Manager of Legal & Contracts at Spiecapag Australia, bringing over 17 years of experience in legal advisory, commercial claims, and contract management across the construction, insurance, and engineering sectors. Since joining Spiecapag in 2023, Paul has led the legal and contractual strategy for major infrastructure projects, ensuring compliance, risk mitigation, and commercial integrity.
Prior to Spiecapag, Paul held senior roles at UGL, Lander & Rogers, Lumley Insurance, and IAG, where he specialised in construction law, insurance disputes, and commercial claims. He is admitted to practice in England and Wales and has a strong track record in supporting complex project delivery through sound legal frameworks and stakeholder engagement.
Paul’s expertise spans contract negotiation, dispute resolution, and regulatory compliance. His leadership supports Spiecapag’s commitment to ethical business practices and robust governance across its operations in Australia and the Pacific.
